War in Iraq Increasing Terrorist Numbers

The U.S.-led invasion of Iraq has accelerated the spread of Osama bin Laden's anti-Americanism among once local Islamic militant movements, increasing danger to the United States as the al Qaeda network is becoming less able to mount attacks, according to senior intelligence officials at the CIA and State Department.
I thought this war was ostenably about decreasing terrorist numbers.

Did you mean less able? Isn't that a good thing?

Al Qaeda is less able to mount attacks, but other terrorist cells are rising to take their place. And since they're led by unknowns, they're harder to track. This, combined with the explosion of terrorist group numbers, is rather scary.
